INTRODUCTION :
Since the beginning of the national protest, which began on 17 November 2017, a protest embodied by the court-geux wearing yellow vests, we have observed the contempt with which the Republic treats its citizens. The Republic never had the patience to listen to France's despair "from below". In addition to insulting communication, the cooperation of the media and the government's defence strategy are largely questionable and very despicable, and we condemn them because its methods are worthy of a dystopia with a Stalino fascist atmosphere. We observe that the forces of law and order are increasingly violent towards the people in defending the little monarch and his colleagues. We have seen police officers disguised as breakers stir up violence with impunity. We have seen the excess of the force used with flash Ball, LBD40, de-circling grenades, tonfa. Some denounce the participation of foreign troops in the usual police and gendarmerie forces. We do not yet have the formal proof, but if this were to be verified, it would be an ignominy like no other in our history.
We understand that the government feels so stilted in the face of its unconstitutional faults and its willingness to organize the plundering of our country, that it needs to show muscles in front of the old men, to break mouthless mouths, to blind harmless unarmed citizens, to mutilate honest people, to sink the blood of the people unjustly accused of all evils , while the real criminals, the real culprits of this disorder are indisputably in the offices of the ivory towers of the French and European institutions, and there is no justification for such violence.
The Constitution of our country, a text that protects the coherence of French society, is no longer respected, or even the Declaration of Human Rights of which we are the historical drafters. And the Velsen Treaty on the creation of EuroGendFor, an untouchable task force serving the powerful, is yet another glaring illustration of France's doomsday mechanism at the behest of the European Union. A proof of the moral drift of those who have power, an additional reason to put an end definitively to this slave system out of the dark ages.
When was the People informed of this treaty? What happened to the journalists who should have covered the creation of such a formally undemocratic monstrosity? That! What politician has denounced the totalitarian excesses of such a power of action at the hands of the wrong people? Where are the lecturers of republican democracy, guardians of the humanist principles of our civilization?

IT'S OFFICIAL!
The European Gendarmerie Force (EUROGENDFOR or FGE) is a multinational force, established by a Treaty, operational, pre-organized, robust and rapidly projectable. It is only considered to be a police force with military status. Coming from an initiative of France, together with Italy, the Netherlands, Portugal and Spain, its aim is to improve crisis management capacity in sensitive regions. On 17 December 2008, the Comité Iner MIN iveau (CIMIN), decided to welcome Romania as the 6th full member of EUROGENDFOR.
The EMB was born out of an initiative of five Member States of the European Community: France, Italy, the Netherlands, Portugal and Spain, joined by Romania in 2008, and formalized by a Treaty so-gne in Velsen on 18 October 2007,(just anticipating the signing of the Lisbon Treaty of 13 December 2007), which came into forceon 1 June 2012 and was registered in the Official Journal of the French Republic on 6 September 2012 (signed by F.Hollande, J-M. Heyrault, and L.Fabius). Its aim is to improve crisis management in sensitive regions and to contribute to the development of a comprehensive defence and security policy.
The EMB can be seen as an integrated tool designed to carry out police missions on different theatres, these include destabilized areas, in support of the actions of the European Union (EU), the North Atlantic Treaty (NATO), theUnitedNations (UN), theOrganization for Security and Cooperation inEurope (OSCE) or other "ad hoc" coalitions ("established specifically to meet a need").
Possible scenarios for the EMB's intervention are mainly:
- The replacement of local police forces in areas where conflict has led to a so-gnifying break with the central administration and where an international police force may be mandated to carry out the full range (or part) of police functions, hence be vested with all policepowers, including the carrying of weapons.
The strengthening of local police forces in a scenario characterized by a high level of insecurity and crime caused by the lack of the rule of law. International police officers will be able to monitor, guide and advise as well as train the local police in order to develop their professional stan-dards, thus contributing to the restructuring of the local police through selection and verification programmes.
Scenarios for responding to humanitarian operations in cases of natural or man-made disasters, in degraded health environments, in the absence of adequate infrastructure, in the presence of displaced persons (IDPs) or refugees.

TREATY OF VELSEN :
It is the Treaty of Velsen (JORF No. 0207 of September 6, 2012 page 14398 text No.3) that regulates EuroGendFor's inter-ventions. A "war council", in the form of an inter-ministerial committee made up of the half-secretaries of defence and security of the participating EU member countries, decides on the inter-vention strategy. The troop can be started either on request or after an EU decision."
The European Gendarmerie Force (Eurogenderfor or EGF) will be the first military corps of the European Union of a supranationalnature. The EGF is made up of militaryised police forces at the behest of the EU,ready to intervene in crisis zones, under the aegis of NATO, the UN, the EU or "ad hoc" coalitions in various countries, which will enjoy full autonomy ».
In fact, the EGF is not subject to the control of national parliaments or the European Parliament but is directly under the orders of governments through the CIMIN mentioned above."
Article 21 of the Treaty of Velsen, following which this supranational army corps was created, provided for the inviola-bility of Eurogendfor premises, buildings and archives."
Article 22 protects Eurogenderfor properties and capital from possible executive measures that may come from the judicial authorities of any country."
Article 23 provides that no communication from FGM officers can be intercepted."
Article 28 provides that signatory countries waive compensation in the event of dom-mages to the property, if such damages have been done in the context of preparations or executions of operations."
Finally, Article 29 provides that persons belonging to Eurogenderfor will not be subject to trials followed by a sentence, either in the host state or in the host state in cases related to the performance of their service: 3. No means of execution can be practised on a member of the EUROGENDFOR person when a judgment has been pronounced against him in the host state or the host state if it is a case resulting from the performance of the service."
In the Treaty of Velsen, there is an entire paragraph entitled "Missions and tasks", in which we learn that the Erogenderfor will also be able to replace the civilian police forces of a state, at any stage of a crisis and that its personnel may be subject to civilian authority or military command."
Among the many tasks that are assigned to the EGF are some:
ensuring security and public order
perform judicial policing tasks (but it is not understood on behalf of which Judicial Authority...)
monitor, advise and supervise local police, including criminal investigations
lead public oversight
operate as border police
collect information and develop secret service operations."
In practice, this means that on the streets there will be real police officers who will no longer have to answer for their actions either before the state or before the European Commission. It also means that law enforcement and peacekeepers are degraded at the level of a second-rate local police force."

THE EUROPEAN UNION'S FORCE AGAINST THE PEOPLES?
In order for order to prevail, so that capitalism can wage its war in peace, the European Union has therefore acquired a militarized intervention force of 3,000 men, a European gendarmerie force, designed to brutally suppress any popular dissent."
Unfortunately, the global balance of power is very clear. In May 2013, JPMorgan Chase Bank could afford to call for the repeal of democratic constitutions established in Europe after 1945. The bank called on Europe to eradicate social rights, workers' rights, their freedom of expression in particular. It wants to remove the expression democratic so that the big banks, the investment funds can speculate and raise. As formal democracy is regularly flouted, popular expressions will be increasingly radical, violent and desperate. EuroGendFor combines the functions of police, judicial police, gendarmerie (army) and se-crets services. In its language, suppressing revolts claims to guarantee "security in Euro-pean crisis territories". The larger and more competent this European police force, the less states will have to use their own enforcement forces. The troop can be started either at the request of a state or after an EU decision. For European officials, not having to use their own enforcement forces will be an asset, especially since it is hard to imagine the "Eurogendarmes" turning their guns against their superiors."
The creation of this European gendarmerie without a state of mind can be placed in the broader context of mercenaryism. One can say that when the Romans used more and more mercenaries, this was the beginning of the end of the Empire ... »
EuroGendFor is a paramilitary police force and secret service. Only states with military-status police (the vast majority of European countries, therefore) can join the Eu-roGendFor. It unites all the military, police and secret service powers and assets it can exercise in collaboration with national police and army troops, after being mandated by an inter-ministerial crisis cell in each place to fight unrest, revolts and large demonstrations. For our felon leaders, a European gendarmerie promises the solution. The potential ex-tra territorialization induced by this force can therefore impose itself on the authority of a sovereign state in which this force intervenes."

Stop all popular revolts among EU member states that join EuroGendFor. This paramilitary troop was founded without any democratic legitimacy, in complete opacity, and each state can call on the EMB to control any crisis. The Treaty of Velsen governs its rules of intervention. Its motto "Lex paciferat" indicates the desire to impose peace by law. But what? ».
Contacted by CheckNews, the press service of the gendarmerie replies that "the FGE has absolutely not intervened operationally in France, neither since November 17, 2018 nor even before. Nor has the EPF been operationally engaged in the EU. Its presence in the EU area is only understood during joint training exercises."
When asked about the possibility of intervention on French soil, the gendarmerie stated that "the FGE is committed to the management of external crises as part of a mandate given to an international organization or a coalition force. It can only operate within a strict political and legal framework under international law and under the guise of an international organisation." According to the French gen-darmerie, the FGE is currently deployed on 6 international missions: Afghanistan, Mali, Sahel Mali, CAR, Libya, Althea Bosnia."
This means that if we were to prove that eurogendfor is present on French soil to repress the population, whether during the Yellow Jackets demonstrations, or before, it would constitute an additional betrayal of French and international law.

THE PROPORTIONALITY: what does the law say?
In accordance with the jurisprudence of the ECHR, and of the Court of Cassation, any use of armed force must be strictly proportionate, especially in view of the circumstances that led to the use of that force, the legitimate purposes sought (arrest, obstacle to the escape of a dangerous person, defence of oneself or others...), the seriousness of the threat or the seriousness of the attack.
This legal principle linked to that of absolute necessity is particularly expressed within the natio-nale gendarmerie through the concept of graduated intervention.

A circular of 8 November 2012 from the Directorate of National Police addressed to the zonal directors of CRS, company commanders and training centre directors provides information onthe "use of force in law enforcement" and recalls that "the use of force and even more so of armed force will be carried out according to a constant imperative of proportionality and will have to cease once the aggressors have been dispersed or arrested" .
